Does a Baby Born in Dubai Get UAE Citizenship?

No. Birth on UAE soil gives citizenship to neither the child nor the parents. A baby born to two foreigners takes the parents' nationality and then needs a UAE visa like any other foreigner.

Why being born in the UAE gives no citizenship

The confusion comes from the Americas. Pew Research counts 33 countries that give automatic citizenship to anyone born on their territory, and nearly all of them sit in the Western Hemisphere. The United States and Canada are among them. In 156 of 191 countries a child's citizenship follows the parents. The UAE belongs to the second group.

Article 2 of the nationality law names the people who are citizens by operation of law:

• a child of an Emirati father, born in the UAE or abroad;
• a child of an Emirati mother, if paternity is not established or the father is unknown or stateless;
• a child born in the UAE to unknown parents.

A child of two foreigners gets nothing from this article. The government portal u.ae describes the practice in one line: if the parents hold different nationalities, the child takes the father's.

Children of Emirati mothers and foreign fathers do not get citizenship at birth either. Article 10 bis lets the state grant it no earlier than six years after birth, and the wording is "may be granted". The family has no right to demand it.

In 2022 the UAE recorded 96,631 births, and 65,742 of those babies had non-Emirati parents.

Citizenship after many years in the UAE

Ordinary naturalisation under Article 8 asks for 30 years of lawful continuous residence, Arabic, a lawful income and a clean record. Article 11 adds that you give up your previous nationality.

In January 2021 the Cabinet opened a second route, by nomination. The categories are investors, doctors, scientists, inventors, artists and their families, and nominees keep their original passport. A doctor or scientist needs at least ten years of practice, an inventor a patent and a letter from the Ministry of Economy, an artist an international award.

You cannot apply yourself. Rulers' and Crown Princes' courts, executive councils and the Cabinet put candidates forward. A federal decree grants citizenship, and Article 20 says nobody can contest that decree.

Years spent in the UAE raising a child count for nothing here, and an ordinary expat has no application to file.

What a baby born in the UAE does get

A birth certificate. The hospital notifies the health authority within 72 hours, and the parents apply for the certificate within 30 days. Federal Decree-Law 10/2022 adds a detail: the hospital's birth notification proves the birth, not who the parents are.

A visa under a parent's sponsorship. Article 12 of Federal Decree-Law 29/2021 gives you four months to get the baby identity documents from your own country and to settle the baby's residence. The u.ae portal puts the window at 120 days and the fine at AED 100 for each day after it. The baby stays in the country until you pay.

An Emirates ID and health insurance. In Dubai the mother's policy covers the newborn for the first 30 days. A DHA directive bars insurers from imposing waiting periods on newborns.

No payout. Article 4 of Federal Decree-Law 23/2024 requires the beneficiary to be a UAE citizen. Cabinet Resolution 57/2025 sets the child allowance at AED 800 to 2,400 a month, and it goes to low-income citizen families. The Sheikh Zayed Housing Programme and the marriage grant are for citizens too.

Cost of delivery in Dubai

These prices come from the hospitals' own pages and apply to a patient who pays without insurance:

Treat these as the floor. Hospitals bill an epidural, extra nights and neonatal intensive care on top of the package. At premium hospitals, price aggregators quote AED 28,000 to 48,000 for a normal delivery; the hospitals themselves publish no such lists.

The government Latifa Hospital costs less, but its subsidised rate is for residents who hold a health card.

A resident's insurance pays for delivery once the waiting period ends, usually six months to a year after the policy starts. Travel policies tend to exclude childbirth, so read yours before you fly.

Giving birth in Dubai on a visit visa

We found no rule that bans delivering on a visit visa, and no official statement that permits it. One indirect sign: GDRFA Dubai runs a Departure Permit service for newborns who have no residence.

The facts we can confirm:

• Emirates asks for a medical certificate from week 29 of pregnancy and refuses carriage after week 36, or after week 32 with twins;
• GDRFA issues the Departure Permit in 48 hours and wants the father there in person;
• if the father is abroad, the mother brings his certified power of attorney with consent for the baby to leave.

Hospitals that take non-residents ask for full payment up front. We know this from commercial sites only, so ask the hospital in writing before you book. The birth does not extend the mother's own visa.

To leave, the baby needs a passport or travel document from your consulate, the UAE birth certificate and the Departure Permit. If the father is not in the UAE, read taking a child out of the UAE for the consent paperwork.

Unmarried parents

Federal Decree-Law 31/2021, the penal code, took effect on 2 January 2022. Khaleej Times translates Article 410 this way: a man and a woman whose relationship produces a child each face at least two years in prison. Prosecutors open no case in two situations. Either the couple marries, or one or both parents acknowledge the child and obtain identity and travel documents under their own country's law.

The birth registration law reflects that. Article 7 of Federal Decree-Law 10/2022 accepts, in place of a marriage contract, an acknowledgment of parentage certified by your embassy or a notary public. Article 11 covers an unknown father: the mother applies to a court and receives an order to register the birth.

The u.ae portal still lists an attested marriage certificate among the documents. That is the standard route, and acknowledgment of parentage is the lawful alternative. We quote Article 410 from a press translation, not the official text, so talk to a lawyer before an out-of-wedlock birth.

Your child's citizenship comes from your own country

Many consulates ask for the UAE birth certificate with MOFA attestation, and then register the birth and issue a passport. Timelines range from days to months, so check your consulate's list before the birth.

Russia shows how much the rules differ. When both parents are Russian, the child is Russian by birth under Article 13 of Law 138-FZ. The Consulate General in Dubai issues a Russian birth certificate, citizenship and a five-year passport from the hospital's Birth Notification alone, and the passport takes two weeks. A mixed couple files a separate admission application under Article 16.

Does the baby give the parents any status?

No. Federal Decree-Law 29/2021 and Cabinet Resolution 65/2022 list the grounds for residence: work, investment, property, study, family of a resident. "Parent of a child born in the UAE" is not among them.

The dependency runs the other way. The baby gets a visa from a sponsoring parent, and a parent with no residence has nothing to pass on. When to call a lawyer

1. The parents are not married. The acknowledgment procedure differs by emirate, and a mistake carries criminal exposure.
2. The 120 days are running out. The fine grows daily and you cannot fly out with the baby.
3. The parents hold different nationalities. You collect citizenship papers in two countries, and a consulate can return the file over one phrase.
4. The father is outside the UAE. The baby's exit needs his certified consent.
